With a blue badge you can park really anywhere on the prom front or sea facing roads but getting a space is tricky! There are car parks set back a little, one being behind the Palladium Wetherspoons if you google that. There is also quite a large car park behind the "Victoria" shopping arcade and one by the Church - again if you google map those you'll see they are in a very central area.

Not sure on this one, it may be worth giving one of the local hotels a call as they will have more knowledge on what is allowed on the pier for their guests.
