I live just up the road from Minnihaha Falls and can confirm that the sign prohibiting various things from the track does not include dogs. However, as of 13 April 2017, most of the track is closed due to safety and engineering concerns. This includes the important bit - the track down to the falls. The reserve is the responsibility of the BMCC, not the NPWS. The track is closed "until further notice."
