The man was arrested Thursday after he attempted to appear on a radio call-in show, said Assistant Chief Constable Anton Setchell, the national police coordinator for domestic extremism.

The man was arrested near Cambridge, 55 miles northeast of London, said Anton Setchell, the Association of Chief Police officers' national coordinator for domestic extremism.

He said police were keeping an open mind about the motive. Setchell said the devices were contained in padded 6" x 8" envelopes and designed to activate when the contents were removed.
