In the wake of Hurricane Helene, 70 people were rescued by helicopters from the roof of a Tennessee hospital during heavy flooding, but why was it built on a flood plain?

Hospital workers were seen outside the building around 2 a.m. with water flowing out onto Emergency Drive. A spokesperson said a pipe burst around 11:40 p.m. on Thursday night, leading several areas within the building to flood, including the emergency room.
