The Justice Department last year reached an agreement with the city of Louisville to reform its police department in the wake of the fatal police shooting of Breonna Taylor, which occurred five years ago Thursday.

The lawsuit claims that decimating the agency’s Office for Civil Rights will leave it unable to address issues of discrimination at school — violating the equal protection clause of the Fifth Amendment.

Many of the office’s cases over the decades have served as a catalyst for broader policy change and social reforms.
