Richmond’s DPU is investigating whether a brief loss of power at its water treatment plant may have led to a failure at the plant that caused devastating flooding on Jan. 6.

For the first time following the release of the Henrico third-party investigation, Richmond Mayor Danny Avula is addressing communication concerns and discussing the future of the water treatment facility.

The preliminary findings from an outside consultant show how a power outage caused Virginia’s capital to lose water last month and suggest how to prevent a recurrence.
