A flash flood warning was in effect in New York City until 9:45 p.m., and New Jersey Gov. Phil Murphy declared a state of emergency. Middlesex, Morris and Somerset counties remained under a flood warning until 7:15 a.m. Tuesday.
KANSAS CITY, Mo. — The National Weather Service has issued a Flash Flood Warning for parts of north central Missouri. Warnings have been issued for Chariton, Linn, Livingston and Randolph counties, northeast of the KC metro. The warning is in effect until 11:00 a.m.

This is thanks to a slow moving, stubborn frontal system which will bring rounds of heavy rain and storms. Spotty downpours are possible Sunday morning as a cold front stalls out overhead. Most of those will just bring heavy rain or a strike of lightning or two.
The NWS Los Angeles/Oxnard CA released a flash flood warning at 2:47 p.m. on Friday in effect until 6 p.m. for Los Angeles.
