SACRAMENTO, Calif. — The Sacramento City Council voted Tuesday on a preliminary term sheet to build a soccer stadium and entertainment venue in the Railyards downtown.

The city has been deep in negotiations with the United Soccer League, working to bring both men's and women's teams to town.
